The 2007 release of the National Asian Pacific American Bar Association (NAPABA) language access report, Increasing Access to Justice for Limited English Proficient Asian Pacific Americans, marked a significant turning point for improving access to justice and government services since Executive Order 13166 was issued in 2000. (www.napaba.org/?page=lang_acc_proj). It identified language barriers in judicial and administrative proceedings for limited English proficient (LEP) Asian Americans and Pacific Islanders and made recommendations that were subsequently adopted by the ABA and have since become basic requirements to implementing language access plans. In recognition of the 15th anniversary of EO 13166, this forum will focus on information from members of NLADA and NAPABA regarding current compliance with language access requirements in state and federal courts and administrative proceedings and will ask participants to both weigh in on the direction the report should take and make recommendations needed to further improve access to justice for LEPs.
