Holistic Legal Assistance Networks to Reduce Poverty: Development, Implementation, and Efficacy

Created in 2013 with funding from the Kresge Foundation, Rhode Island Legal Service’s Holistic Legal Assistance Network (HLAN) is a specialized group within Rhode Island Legal Services dedicated to helping clients move from poverty to financial stability through a holistic approach. The HLAN dialogue helps identify underlying social problems that might hinder a person’s ability to meet personal goals. Together, legal and social service, education and training, and financial counseling providers work to develop legal and social objectives. Participants are referred to working groups within Rhode Island Legal Services, along with an extensive network of community providers, and followed even after individual legal and social matters are resolved. The session explores HLAN’s systems, insights gained from an evaluation of HLAN, and benefits of delivering legal services in this innovative manner, as well as the importance of foundation partnering with legal aid to end poverty and promote lasting change.
